Job Description:
Primary Responsibilities:

  • Oversee Branch Operations: Act as the primary point of contact directly reporting to the head office, including coordination and collaboration between the Thai head office and the Bank's Kunming, China branch, ensuring smooth communication and coordination on all matters related to business, compliance, regulatory, and other ad-hoc issues.
  • Facilitate Business Development: Support the branch in identifying and pursuing business opportunities in the Chinese market, acting as a liaison between the head office and local counterparts.
  • Regulatory Compliance: Coordinating with local compliance officer to assist with inquiries from the Thai Head Office to ensure that the branch adheres to all applicable regulatory requirements and internal compliance standards, providing guidance and support as needed.
  • Manage Risk Mitigation: Identify and assess potential risks as well as reporting such risks in coordination with Compliance and Risk personnel, associated with the branch's operations, implementing effective risk mitigation strategies and reporting any issues to the head office.
  • Coordinate with Head Office Departments: Collaborate with various departments within the head office, including legal, compliance, risk management, and finance, to ensure seamless communication and coordination.
  • Manage Risk Mitigation: Identify and assess potential risks as well as reporting such risks in coordination with Compliance and Risk personnel, associated with the branch's operations, implementing effective risk mitigation strategies and reporting any issues to the head office.
  • Other tasks assigned by the Head Office relevant business units

Specific Duties:

  • Communication and Coordination:
    • Maintain regular communication with the branch manager, compliance officer, and operations staff to address any concerns or issues.
    • Facilitate the exchange of information and documents between the head office and the branch.
    • Coordinate meetings, conference calls, and other communication channels to ensure effective collaboration.
  • Regulatory Compliance:
    • Overall governance of the branch's compliance risk, anti-money laundering and anti-terrorist financing work, operational risk, and business continuity management. The scope includes but not limited to guideline development, supervision and inspection of related works, quality assessment and review, in alignment with regulatory requirements.
    • Governance over maintenance and management of the branch's internal control guidelines, policies and procedures.
    • Assisting Compliance and Risk Personnel with governance of Head Office requirements and local regulatory authorities
    • Assist the Branch with acting as liaison and on some occasions main contact point between branch and external service providers including coordinating and reporting back to Head Office.
    • Assist in the investigation on matters related to compliance in coordination with the local compliance team.
    • Coordinate with monitoring and reporting external or internal audit processes.
    • Monitor and interpret local regulations and laws applicable to the branch's operations.
    • Provide guidance and support to the branch in ensuring compliance with all regulatory requirements.
    • Conduct regular compliance reviews and assessments.
  • Risk Management:
    • Identify and assess potential risks associated with the branch's operations, including credit, market, operational, and compliance risks.
    • Develop and implement risk mitigation strategies to minimize exposure to risks.
    • Report any significant risks or issues to the head office.
  • Ad-Hoc:
    • Undertake various ad-hoc projects and tasks as assigned by the head office.
    • Provide support to the branch in resolving any operational, compliance, or administrative issues.
    • Assist in the development of relevant policies, procedures, manuals that encourage managers and employees to comply both with Thai and China regulations.
    • Support the branch in identifying regulatory requirements and/or pursuing business opportunities in the Chinese market (if any).
    • Provide support to relevant personnel including Branch Manager upon instruction by Head Office for relevant business related to the products and services of the Branch, including assessing the sourced potential deals.
    • Assist with the operational matters of remittance transactions, whether in compliance with all relevant regulations, policies and procedures and to determine gaps (if any) and to ensure that such gaps do not hinder the business development of the Branch.

Qualifications and Skills:

  • Experience in the Banking Industry in either fields of Risk or Compliance, minimum of 10 years. (experience in areas of loan, operations is a plus)
  • Fluency in Chinese or Thai, and English (speaking, reading, and writing)
  • Strong interpersonal, communication logical thinking skills
  • Strong problem-solving and analytical skills
